to Education- A bygone part of Indian constitution

and Kashmir a bone of contention between two herculean states of sub-continent who are the progeny of “two – nation
theory”, India and Pakistan after the Great Britain left. This part of
the globe was dissected and been
disputed since the tribal invasion from Pakistan and some part of it has become
Azad Kashmir and the other latterly came to be known as Indian occupied
Kashmir. The total literacy rate of this state is 67.16 % of which male
percentage is 76.75% and female 56.43 %. Apart from the internal disturbance
some parents prefer to invest on education so to send their children to other
peaceful states of India to continue their studies. Every year thousands of students
prefer to migrate other states for schooling so to enjoy their Fundamental Right, which is included in the Indian
constitution on the serial five . The Educational Right to Indian Citizens. Right from Bhopal the capital state
of Madhyapradesh , Begluru , Punjab , Haryana and other big cities of south
India, Maharashtra , as it is educational hub and peaceful state of India. Upto
the Kanyakumari. So in every state of India one can get a Kashmiri student perusing his study.
One of my friend Mr Javaid Ahmad Mir, a citizen of India,
hailing from the interiors of Kashmir. A student of M. phil. English, session 2015-2016. He was granted the
admission within the rules and regulations
laid by U.G.C and D.E’s Pune Office in a College namely as Govt.
Vidharba Institute Of Science and Humanities (VMV) ,
affiliated with Sant. Gadge Baba University Amravati, Maharashtra .The university
criteria for the admission in M. phil is 55%
and he was admitted in 10% less
quota for Kashmiri migrants. His percentage in post graduation is 48. The Course
is non-granted and for that he has Paid 18000(Eighteen Thousand) rupees for
admission fee to the college authorities . He has submitted Synopsis for the
said Course even also the dissertation. Before one day the Department informed
him about the cancellation of admission, as only twenty five (25) days are left
for the final exam which is to be conducted in May, 2016. Apart from it he
invested approximately 20,000 (twenty thousand) rupees for the Boarding and
lodging charges from the date of admission.
The Internal- Ministerial Committee of the Ministry Resource
Development, as a part of the Special Scholarship Scheme for Jammu and Kashmir,
has decided to create 2 seats under supernumerary quota in all recognized higher
education institutions for the students from Jammu and Kashmir. Accordingly,
all the Vice-Chancellors were requested to implement this decision.
The University faculty and College authorities are going against the rules of U.G.C and Govt. while granting admission to the students of JAMMU & KASHMIR . Right to Education
is a Fundamental Right of every citizen of India, as he want to complete
his education, hence no one can be denied admission.
Last night when he came to my room and told me, “what will I
tell to my parents as my future has been spoiled by the university authority”
and he also said that he “will suicide if the university will deny his part”
Then I remembered the Rohit Vemula – Hyderabad episode. How can a
society can grow by thrashing basic rights of citizen. Although India is
launching schemes to run towards ‘Make in India’ but due to these loopholes by
denying the citizens of Jammu and Kashmir how can it be possible. If India demands
that Jammu and Kashmir is part of it, it should not be only the part of Cricket
match between India and Pakistan but makes the difference in other aspects
also.
Although next day I assured him to make a visit to University but
those negro Marathi’s didn’t understand English as they are used of Marathi,
and told we people that you are not kashmiri’s
although we showed our college Identity cards which made me feel that
these Indian’s only want to grab the land of Kashmir not love the people this
pious land. The university faculty misbehaved with we people, also denied the
orders of U.G.C and Ministry of H.R.D.
What can we do as we are miles away from
our family from the last one year and in
the end it displayed a great tragedy in
our part. We are born as misfortune. Who can be our part.
Here I will add the reference of enclosures that we showed the University
authority but we are thrown out.
